my friend is applying for Permanent residence Outland and he has too change his date of birth in his passport from 1985 to 1987 did this can cause the problem for PR or he just need to inform the embassy that he has some change?

The information in the PR application needs to match the passport - and both need to reflect his correct birthday. If his passport has the wrong birth year, I would wait until the passport is corrected before submitting the PR application - just to make sure CIC doesn't think there is anything funny going on.
