It's not a full exemption. You'll still need to pay fees but will qualify for domestic student fees. You need to be attending a school that is not in Montreal. You must also be completing your studies in French.

You need to look at the fee schedules on individual university web sites.

Would suggest studying for a masters degree vs an undergrad of fees are an issue. Paying 2 years of tuition vs 4 makes a big difference.
