Hi I need some recommendation ,my fiance is Dominican ,we have no interest in residency as we are happy living there ,I am Canadian citizen but recently have had a accident where my doctor's and specialist request an urgent operation to my right arm (I have documents) I have no family in Canada and I am a single mom with 2 handicap children .The only way I can be operated is if my fiance comes here to take care of the kids during operation and after while I am in remission ,if I don't get operated soon I am risking stating paralyzed .My husband has a transit visa for USA ,I was wondering if I get him at new york airport and we drive to Canadian customs with the urgent documentation of the need for him to help me if it would be acceptable on visitor visa to be given at Port of entry ,we also have a letter from his employer stating that they agree to give him the time off needed for him to come care for me and his job will be available upon his return .other question should we apply for a visa at Canadian embassy in n Dominican ? Unfortunately it says closed for visa applications .please someone can recommend something ,everyday I wait my chances of paralysis go up

Visitor visa are not given at POE, regardless of the documents shown

Unfortunately it's not possible to apply at the border. As said above, TRV applications are not accepted there and he'll just end up with a refused entry.

He needs to apply for a TRV from the Dominican and get the TRV approved before he travels to Canada. Recommend that he apply for the TRV online. Processing is slow right now an approval is not guaranteed. So recomment that you have a "plan B".

Something else you need to keep in mind is that Canada has travel restrictions in place right now due to COVID-19 and non-essential travel is not allowed. Since you aren't married at this time, you would need to be common law (i.e. have lived together for a full year continuously) in order for him to fall under an exception and be allowed to travel. If you are not common law, then in addition to the TRV being approved, he will also have to contact IRCC and request special permission to travel.

Hi well it clearly says someone with an American visa can travel through land to a Canadian port of entry and it's up to an immigration officer weither or not yo let them visit .This is from the Canada immigration website

That's an incorrect interpretation of the rules or you've misunderstood something. He needs as TRV to be allowed into Canada and he cannot apply for a TRV at the border.

How long have you been living out of Canada and do you meet the residency requirements to receive healthcare from your province?
 
I don't live out of Canada but I do travel back and forth ,we have a home there ,but during school kids are in Canada and I go 1 a month or so for a week

Unfortunately the only option that makes travel to Canada possible for him is to secure an approved TRV before he leaves for Canada. I would really encourage that he submit an online TRV application as soon as possible. Processing times are very delayed right now.

Is he your fiancé or husband? You use both. It makes a large difference. Would be trying to organize a plan B.
