URGENT !!! - Spouse open work permit - visa approved - but problem with letter

Dear Friends,

Am an International student and my wife applied her paper-based visa application on Dec 1st 2016 she got her visa approved on Jan 10th.

After that we waited for letter of approval from CIC with the barcode - till date we have not received

Now she has her flight on 8th March - I need urgent help - What should we do?

How to get the letter ? - Or is it possible to cross the border without letter from CIC - she has her VISA stamped
