my uncle is residing in Canada and he sent for me some monthly letters illustrating his salary to proof his residency ,my question is:
1-is it enough to proof his residency.
2-the nature of his work (call on duty) : he is working one day or two day per week ,his salary is 40 dollar only!!!! ,may it be negative for me
 
This doesn't sound like enough evidence. Can he provide you with a few utility bills that show his address? Maybe a copy of a tax return? Rental receipts if he's renting his property? Credit card statements?

You should ask him some utility bills in his name, canadian passport or citizenship letter. And a document to prove his relationship with you.
 
he told me only he has driving license and these letters and the insurance number
he don't have any monthly bills by his name and he don't use the credit card
 
The problem is that he needs to prove he is actually living in Canada in order for you to get the point. A driver's license doesn't prove someone is living in Canada. How can he not have any monthly bills? How does he pay for things? Where is he living? Doesn't he have a bank account at a minimum?
 
all monthly bills by the name of his wife,he told me the letters proof that he took each month a salary till the last month,so is it a strong proof

I agree with scylla. It could be a problem for you if there're not enough documents to prove his status in canada. You can have a look at CIC document checklist which explains what all documents can be accepted. Even the SSN is not accepted by CIC.

Yes, it may be counted as proof and should be less than 6 month old along with name and address. What about proof of relationship ?

I think that should work. BTW how many points are you getting without relative's 5 points ?
