Urgent - Question on filing Visit Visa for in-laws

Hi,

I am a permanent resident of Canada since 2015. Recently my wife also got her residency in 2018.

I have recently applied for visitor visa for my parents. It got approved in April 2019. Their visit is due July.

Questions - I now want to apply for visit visa for my in-laws:

1- Should I wait for some time before filing their application as my parents are yet to visit Canada in July?
2- Should I postpone the TRV application till my parents return to India?
3- Or it really doesnt matter?

Thank you for your response. But my question is different. I want to know since my parents are coming to canada. Should I wait before I apply Visa for my in-laws?
