Dear sir/madam,

I am a woman from the middle east, I have life threatening situation that was assessed by a local NGO in collaboration with international one (Amnesty), I came across (urgent protection program), I think I am suitable to be referred to CIC for that program, but my question is: I am staying in my home-country but not living a normal daily life as I am hiding in a women shelter provided by the NGO, so do I have to be out of my home-country to qualify for the urgent protection program?

Resettlement from outside Canada
People who can be resettled from outside Canada fall into two classes.

1) Convention Refugee Abroad Class
You may be in this class if you:

are outside your home country; and
cannot return there due to a well-founded fear of persecution based on:
race,
religion,
political opinion,
nationality, or
membership in a particular social group, such as women or people with a particular sexual orientation.
You must also be:

outside Canada, and want to come to Canada,
referred by the United Nations High Commissioner for Refugees (UNHCR) or another referral organization, or be sponsored by a private sponsorship group, and
selected as a government-assisted or privately sponsored refugee, or have the funds needed to support yourself and any dependants after you arrive in Canada.
2) Country of Asylum Class
You may be in this class if you:

are outside your home country or the country where you normally live and have been, and continue to be, seriously and personally affected by civil war or armed conflict, or have suffered massive violations of human rights.
You must also be:

outside Canada,
referred by the United Nations High Commissioner for Refugees (UNHCR) or another referral organization or be sponsored by a private sponsorship group, and
privately sponsored, or have the funds needed to support yourself and any dependants after you arrive in Canada.
You will have to pass a medical exam and security and criminal checks.

Some people are not eligible
You are not eligible to resettle to Canada as a refugee from outside Canada if:

you have another secure offer for protection, such as an offer to be resettled in another country;
you become a citizen of another country and have the protection of that country;
you choose to return to live in the country you had left; or
the reasons for your fear of persecution no longer exist.

At the moment, you do not seem to be eligible for that program as you are inside your home country.

This seems to require you to be a member of the "Convention Refugees Abroad or Humanitarian Protected Persons Abroad" classes. You don't meet the requirements of "Convention Refugees Abroad" for the reason above. The "Humanitarian Protected Persons Abroad Class" seems to be another name for the "Country of Asylum Class". If this is the case, you don't qualify for that either.

I am not living I am hiding and this can't stay forever and it's also proven by the NGO following my case, anyway I will have to go to Egypt if I don't qualify from Jordan so will that make a difference? Will then I'll be eligible for human protection in Canada?
 
Well, you would not be ineligible then but the rest depends on the embassy in Cairo. Your "NGO" would have to refer your case to them.
A lot will depend on just why you are "hiding" and if Canada recognises your "NGO" as a referral organization.

No one here can answer your question. You'll have to speak with the NGO you're working with to see if they are willing to refer you for resettlement in Canada. You need a referral from a recognized referral organization to apply. So it really doesn't matter what we think - it matters what the NGO thinks.

Have you spoken with your NGO about this? Are they a referral organization that is recognized by Canada?

Yes, they are following up my case from a to z, an they also are in touch with a big and recognized NGO (amnesty), they are supporting me and they have a branch in Canada, so is it possible that the CIC will make and exception in my case? And do I have to find a private sponsor?
