If an agent is telling you to pay them a fee and you will come to Canada on a TRV and then convert this to a work permit, this is a scam. Do not give them any money.
If any employee applies for me work permit then maybe and how long will it take to get whork permit..

This is just a TRV which is a visitor visa. It doesn't allow you to work. You can apply for a TRV on your own. No point spending all of that extra money for a consultant. But again, you won't be allowed to work in Canada.
