URGENT PLEASE- Send app. to Mexico or Mississauga?

Everything is ready to be sent: forms, documents... AND I still have doubts about where to send it all.

We live in Argentina and the Mexico office is the one that processes PR visas for us.
NOW...Do I send our application to Canada and THEN deal with Mexico for the PR? Or do I send the whole thing to Mexico? By the way, I can't even figure out the adress I'd have to use in Mexico.
(They WILL NOT answer any emails, which I can understand, but the info on the website is not clear either.)

1. When all else fails read the instructions.
2. If it is a spousal application, the sponsorship and application go to Mississauga.

The checklist states to send it to mississauga. If you send it to mexico against instructions it wont be filed. Where it gets transferred too later is decided by the mississauga office. Re-read the instructions. The address to send it to is listed

After I posted I thought exactly that: IMM5589 says Mississauga.....Mississauga it is.
