A 2 year old is too young to go to school. The child would have to go to daycare. Daycare is not free. It can actually be quite expensive depending on which city they plan to live in (in Toronto for example, the average cost of daycare is more than $1,500 per month). They should research the costs before coming to Canada.

He'll still be too young at 3 and will have to be sent to daycare. He may be old enough at 4 - depends when his birthday is.

Once he's old enough for kindergarten at 4 or 5 - it's free.

Until then - it's expensive.

Has the spouse been granted a work permit? Child been granted a trv? Is the program longer than 2 years? If not it will likely not be an issue.
