URGENT : Open work permit extension,Plz help me

Hi all,
I am an international student.I have completed my course and will graduate on June 2016.My husband is currently in an open work permit.Mine and his visa will expire on July 2016.I am planning to apply PGWP on US border (flagpole).I am eligible for 3 year PGWP. My question is

1.Is that possible to extend his open work permit in the same way,i mean flag poling ?
2.He have his employment letter(Noc level B), is that document enough to extend his work permit ?

You can extend spouse open work permit based on your PGWP only if you have a NOC B or above level job.
