i am going to submit my application this week, but with the new NOC list, the code for welders has changed from 7265 to 7237.There have been other code changes too.

The codes on immigration website remain unchanged but they advise new applicants to refer to new NOC for job descriptions.I imagine this will be updated soon but you never know with them.

Should i put new NOC code or Old NOC one on the forms.I think new code would technically be most correct with a small letter attached stating the occupation title and description remain unchanged but change in NOC code only.

Any Advice or suggestions from anyone.

Use newer one. No need to explain, they know it. Just code changed and probably JDs remain the same as before.
 
Use the new codes............. As they have mentioned on their website that after 31st January, 2012 they are going to accept the applications according to new NOC numbers. So don't worry put new noc numbers in your application and send it.
