Hi,

Just a bit confused with ur query. When are going to apply? Feb 2013 right? Not 2012.. And i think your (principal applicant) IELTS shall be considered, unless your fiance is the principal applicant..

Just my thought.. Others please correct me if Im wrong.

Yes it will suffice,
But i recommend to submit the application ASAP after the new plan come to effect...
Cause when the new plan come into effect there will be flood of application to CIC and you might not be in the cap set by CIC...
