Study Permit application I submitted requested a medical exam that is due on 10/26/2014.
I DO NOT have to take a medical exam because I lived in U.S. since 2005.
Also, I did not stay in another country for more than 6 consecutive months in the last 12 months.
In addition, I do not have any on-going, minor, and/or major medical problems.

I am a South Korean citizen residing in U.S. with a F1 visa.
born ~ 2000 = Korea
2000 ~ 2003 = U.S.
2003 ~ 2005 = Korea
2005 ~ 2014 = U.S. (Visited Korea for 2 months from 6/2013 - 8/2013 and visited Paris for 5 days in 5/2013)

I've contacted the CIC, embassy in L.A., and the Case Processing Center in Alberta and none of them are responsive.
I've notified my school as well, but they said they cannot do anything.

If I had to take the medical the only doctor in my state is out of office until November (medical exam is due on 10/26) and I cannot go out of my city due to circumstances.

Please advise. Please help.

1. Who else can I contact?
2. What happens if I don't take the medical exam until the due date?
3. If they deny my application because I didn't provide the document, can I explain and get an exception because it is their fault?
4. If I take the exam, an I get a refund because it is their fault?
