Our friends are trying to leave Canada but have been waiting for some paperwork from IRB about 3 weeks now, something they should have gotten in couple of days.

Their next step is to go to the Citizenship and Immigration office in Calgary. Usually you have to wait for appointment about a week or so but since they waited for the letter so long they don't have that time to wait.

Do you know if Canada will send them home without this paperwork, or what will happen?

Do they need to get an urgent appointment with an immigration lawyer? Please help if you can!

you have provided incomplete/little information about your friend situation..anyhow

after the hearing is approved or refused the notice of decision usually is received within 2 -8 weeks, so your friend is still within the time bracket.

Their next step is to go to the Citizenship and Immigration office in Calgary. Usually you have to wait for appointment about a week or so but since they waited for the letter so long they don't have that time to wait.

why do they wanted to go to the CIC office? CIC has nothing todo with IRB notice of decision letters ( CIC and IRB are 2 different departments/entities). if your friend want to leave canada due to a refused refugee claim then they have to contact CBSA who is responsible to send them back and CBSA might also have their passports with them. If they are approved as a conventional refugee and they wanted to abandon their status (as they cannot travel back to their home country...if they do they wont be allowed to re-enter into canada) they still have to contact CBSA to get their seized passports. So in short no point to contact CIC office in calgary. your friend can contact IRB office in calgary or CBSA if he is awaiting deportation.

if they are approved refugees then they wont be send back home no matter how delayed they receive the notice of decision. if their refugee case has been rejected then yes they may be deported by CBSA unless they go for a apeal against the decision.
