Urgent - IBCC Attestation confusion - documents to send WES - need help

Hi Guys,

Really need someones help regarding the documents i need to share with WES.

1) I have done my A/O Levels, Bachelors & MBA from Pakistan.
2) I have completed my HEC process of attestation of my degrees and i have got the sealed and stamped envelope.
3) Also i have made my equivalence certificate of O/A levels from IBCC and got those attested from IBCC in a sealed and stamped envelope.

On WES website, for secondary education of A/O Levels they say Cambridge can only send attested copies to WES directly. I checked online on the link British council shared, and this is costing me whooping 240 british pounds.

Question -
1) Can i not send the IBCC sealed envelope to WES? Wouldn't WES accept that.

If they have written that Cambridge will send the docs directly, then no other option. WES will not accept IBCC equilance certificate.
