If you have outstanding charges - then yes. IRCC cannot complete the processing of an application and approve your PR if you have charges outstanding. If you don't manage to get the charges dropped relatively quickly - then you can be expecting a refusal. If you haven't done so already, you should engaged a very good criminal lawyer who can help you move this forward quickly.
