IF some one on student visa and get job offer its legal to change status frm student to work permit and its compulsory to pay university fees before going on POE V/O ask about fees slip

I don't understand your question. Are you planning on coming to Canada on a study permit and then trying to change that to a work permit once you have reached Canada? If so, then I think there's a high chance your work permit will be refused. CIC will not be happy that you said you wanted to come as a student and then immediately tried to convert your status to a worker. They will see that you were never a genuine student and are just trying to find a way to remain in Canada long term.

If you want to come to Canada on a work permit, then forget about the study permit and apply for a work permit from your home country.
