WES has put my Bsc file under review since Oct 16..They received all documents on Nov 7..i still have not got my Bsc evaluated..Fortunately, i got my Msc evaluated and received the report...Can I apply for PR without evaluating Bsc because I have my Msc evaluated "I am not claiming points for Bsc"...please any one has been through a similar situation...

Yes, you only need the highest degree evaluated. As long as your master's degree is found to be equivalent to a Canadian master's degree you can go ahead and apply and claim points for a master's.

I have got my WES education credential evaluation, which reports "Bachelor" in My M.Sc. Degree..

After my query mail, they replied that their evaluation report is all right. They mentioned that this is equivalent to Masters!!

Does it affect my points?? i mean will i gel "23" point or not?

Does it affect getting the job there instead of my Masters qualification??

What exactly does your report say? If it says that your MSc degree is equivalent to a Canadian Bachelor's degree, then you will only get points for a Bachelor's degree, which is 21.
