Urgent Help Needed regarding MPNP-Family sponshrip

Hi

I am permanent resident of Canada from Toronto . I want to apply for my family (Parents and sibling). How can I apply for MPNP ?
Do I have to go to Manitoba and live for one year after that I can apply for my family ? And if I complete my one year and after that they are going to close this program then in that case what steps must be taken ?

Please help me in this matter. I will really appreciate .

If am not mistaken you have to be in manitoba for a year and afte establishing your self for a year then your family can apply in mpnp family stream and you can endorse their settlement plan.
