You do not have to submit PCC for Canada as part of eAPR. Later while processing your application, if they need one, they will ask you.

For India get it from PSK.

This is where you apply for Canada PCC: http://www.torontopolice.on.ca/recordsmanagement/clearance.php. However, you'll have to pick it up from the Police station (that's what I'm gonna do once they send me a confirmation email).
For Indian PCC, you'll need to visit the nearest police station. I read on this forum that you could get it from Passport Office also.

How to get a police certificate - Canada
Do I need to provide a Police Certificate with my Application for Permanent Residence? No

Not sure why this is confusing.

If IRCC later wants a PCC for Canada, they will ask, and provide instructions.
