CIC wants FBI clearance and for that I just got done with fingerprinting. I am residing in Bangladesh. My question is:

Does the envelope with fingerprint forms need to be sealed by the law and enforcement agency before sending it to FBI?

I sent my fingerprints to FBI from another country, and just put the form in a large envelope along with the payment form, sealed it myself, and mailed it. FBI did not have an issue with the form sent this way.
