can i tick yes to the question have you ever used any other name, when I am married but have not used my husband's last name ever and have not used my married name in any legal documents, the reason why I am confused is that my agency, ticked it yes during my student visa application, and now I am applying for PGWP.

Always state the truth. If an error was made in the previous application for a different type of visa, you can choose to ignore that now or otherwise simply explain in the letter of explanation... but always state truth to the best of your knowledge.
Lastly, never use agents. They takeover nut never do their job diligently.
