Hello all
A friend had a PR in 2004 and did not stay in canada
Tried to enter in 2009 (he was 19 yrs old at that time) and the government in Canada asked him either to stay till renewing PR or to cancek his PR
He did not stay as he wanted to continue his university in home country
Now he thinks of applying for express entry
Is he banned ?
Would his file be rejected because of the above ?

He can apply. His previous status will not affect the app.

Was his PR actually revoked in 2009 by IRCC or did he renounce his PR status himself as not clear in your post , at least to me.

I think it was reviked
He tried to appeal at the court later and they said sorry you have not stayed

Ok his previous PR will not affect his current EE application.
But it will affect any attempts to get any type of TRV visa in Canada.
