It's hard to give you an accurate answer because there are some things missing in your explanation. You said you completed 3 years but you have 2 yers left. You have a mystery hospitalization in Windsor. In general travel insurance wouldn't cover a preexisting conditions. Do you have medical debt in Canada? Assume that you must be over 22 because you didn't immigrate with your parents but your parents being in Canada create an issue for you. You will struggle to show ties to your home country and that you will return after your studies are complete which is necessary for a study permit. You also said you showed proof that you had funds to pay for Concordia and your living expenses but then you said you would have to commute from Ottawa due to lack of funds. The one thing I can certainly recommend is don't go to Herzig. That is a private college. Did you speak to Concordia about a medical leave before you took it? Seems like you may not have done well in previous semesters which will likely also cause a problem. I'm sorry I don't have great advice but it is important you keep your status in Canada so if your study permit is running out you should switch to a visitor status.
 
Unfortunately you won't qualify for a new study permit until your status has been finalized in Canada because you no longer have strong ties to I'm guessing Syria. I would also be careful because f you were hospitalized due to a preexisting condition that you didn't declare from when you were at Concordia Great West life will come looking for repayment.
