Please help or advise.

IRCC are not accepting calls and I am having zero success using online help pages.

I am applying for citizenship online and my application is complete. I am trying to pay my fees, however , in order to pay my fees I need to log in to IRCC.

IRCC will not allow me to log in, telling me that my information does not match. I am using the exact same information that I used to register, I have even registered again with completely different log in info and the same problem continues to happen.

I am leaving Canada in 5 days. I am unsure as to whether or not I can apply online once I have left Canada, although this does not address my log in issue.

Can I apply for citizenship online or by mail if I have left the country - I am returning to England until I receive notification of an invite for test/ceremony.
I have completed 1117 days in Canada and my online calculator states that I am eligible to apply.

Any advice / suggestions / insights?

You can apply by mail now or before you left the country. You would have to be in the country for test / ceremony.
