Yes, if you qualify. http://www.cic.gc.ca/english/immigrate/skilled/apply-who.asp

I qualify n score 70 however while reading fee chart i got lil confused if i can apply alone or not, further h one can pay via master card for ECA report,i mean wht is the procedure ? If m in Pak and my uncle frm USA can pay via card on my belf n how wud it b known as paid by me?

great news that you have qualify 70 points alone.you can apply alone if you do not have spouse. when you fill out application form, In the end in payment options you can write down the details of your uncles card..only make sure it goes through when they get payment through card...

Is a bit hard to confirm.. Anyone can write down some numbers and add them up. To guide you correctly, we would need the IELTS result, your education background, age and what kind of experiences you have. What is your NOC? And so on..

for IELTS you have to clear it in General not Academic.I dont exactly know your bands and scores but you can calculate in CLB levels mentioned in website.Same with the work experience will do.

For ielts i just assumed to achieve 7 level ,5 in each section otherwise work experience in relative field is more thn six years, age falls within 18 to 35,and holding masters degree.
Thats how i calculated.

Even meeting the criteria ,it is required to show Can $ 11115,how to mee this condition?

For FSW 2013, CLB level 7 correspond to IELTS band 6.0. In addition u also require Education Credential Assessment

Additionally i fall in 1112 clause/category.

NOC 1112 is one of the hot categories this time. Their is a sub cap of 300 completed application for this category and it is highly probable that this category has been filled or near to that status. If you already have the ECA and IELTS result in hand then apply asap otherwise it is recommended to wait till next year or whenever the new FSW program is announced.

You need to show transferable funds in the form of saving/current account balance in YOUR bank account. You need to submit a bank certification letter along with a bank statement showing a final balance equivalent to atleast CAD 11115.

if your score band in each section is 5 then you are in CLB 5 which comes out as 4 points per ability (16 points in total)
check out this http://www.cic.gc.ca/english/immigrate/skilled/language-testing.asp

one month bank statement is fine as they want to make sure you have enough savings to support yourself.
It is before time to say anything about master degree.evaluate your degree first and they will clear where you stand towards canadian education level.do not assume anything by yourself.they have changed many rules regarding this.

once your paperwork is done then do not waste time to apply.otherwise wait till next year.

This year the minimum band is 6 across all sections. Only if you're showing French as your 1st language amongst Canada's 2 languages, then you can score lower in English as per the 2nd table on the link provided above.
