When you start studying full-time (classes must have started first) you can work unlimited hours until the policy changes. This is likely a temporary policy in reaction to the labour shortage. If unemployment increases and there isn’t the same labour shortage expect that work hours will return to 20 hours during school and unlimited hours during scheduled breaks to allow students focus on their studies. If there is a significant increase of school failures and there is concern that it is due to increased working hours than policy may also change even if there is still a labour shortage. School failures would lead to larger numbers of students not qualifying for PGWP and increased distress which nobody wants.

I don't think you are eligible to work more than 20 hours per week off campus as you have relodged you application after October 7, 2022. If it was the same application and you applied for reconsideration, then you might be eligible.
