Hello everyone,
My sister(Indian citizen) studied in an university in London.
Now she wants to come Canada in college (probably in International Business management).
So, is it possible to do that , to downgrade from London uni. to Canadian college?

She needs to show logical academic progression to get a study permit so a master's would be better.

If she did her bachelors from a university it's fine.
In India almost everything is a university no college is separate. So no one from India can apply to a college? That's pretty stupid.

They are there to steal money from those that cannot get into university.

It's not about being from India specifically, it's about being a foreign national who already has a bachelor's. To get approved for a study permit you need to show ties to your home country and explain why studying in Canada is relevant to your previous level of education and your job prospects back there. Unless she has literally no work experience, a certificate in IBM adds nothing to her profile, and even then it would depend on what her bachelor's is in. Why can't she study in India?

The best way to be refused for a Canadian study permit is apply for a certificate in IBM at a college. She should look into master's programs at universities. Colleges and universities are not the same thing in Canada.

please answer the Q i asked----> so who can apply for post grad certificate according to you? its post grad that means you need graduation. please enlighten me with your humble opinion.
according to your logic above apparantly no one can! because you need a graduation in order to apply but if u graduate and then apply you wont get a study permit.

You are not taking precious advice from @primarime. He/She is telling you what needs to be noted, SP applications for these kinds of certificates for Bachelor degree holders is an almost certain refusal. The logic they are giving you is seems very sound, the person needs to apply for a Masters program at a decent university. That will increase the chances of SP approval significantly.

It's possible and perhaps even more likely than not to be approved for a post-graduate diploma or certificate if you're a new bachelor's graduate without work experience, but it's a simple fact that applying for a master's degree improves your odds significantly, and is highly recommended if you've been out of school for a while.

She may not have the grades for a master's degree. Most schools in Canada require a minimum second class (Upper) grade to qualify for admission into a master's degree program. So, there lies the problem and the reason some graduates decide to downgrade. But like the other fellow advised, the chances of getting into a post-graduate diploma at a college may be present if she is a fresh graduate of the university without any work experience and without any gap in years from graduation to when she seeks post-grad diploma. The younger she is, the better for her.

There is some confusion in this thread. Post grad certs are certainly meant for those with a Bachelor's and less than 3 years exp and without a Master's so if your sister fulfills that criteria then she is certainly eligible for a post grad cert. Now, how useful a post grad cert is in Canada is another question entirely but not one that you are asking.
