Hey there!
I applied for U of R in February 2020
initially for May 2020 but later deferred to September 2020 & applied for study permit on 6 th June 2020 haven’t heard back anything from the Canada Immigration yet & today I got enail fir staring classes online, I haven’t even got an overview of the subjects particularly Bachelors in Computer Science for me.

You've only been waiting for a month; processing times are much longer than that these days.

You can start classes online without a permit from outside of Canada, but of course if you don't get the permit you may be out the money to U of R.
