University keeps telling me to apply with conditionnal admission offer, can I ?

Hello everyone, i am very lost and would appreciate your guidance.

I have been accepted to the university of Ottawa for a bachelor in computer science for fall 2023, and now need to apply for a study permit.
However my offer of admission is conditionnal (university said the wouldn't give an unconditionnal offer and encouraged me to apply early with conditionnal one), the condition is getting more than a 16/20 average in my final high school year.
I am very confident i could easily do it, and thought i should wait and apply after i get the results (around 20th June).
However, i would prefer appling now and a lot of people on this forum advice to apply early.
my questions are :
1-Can i apply now ?
2- Does applying now hurt my chances of getting accepted ?
3- Will i get the study permit in the promised 20 days (SDS) or will i have to show proof that i verified the conditions before ?

Hi there.

You can apply with your conditional offer but you will have to provide them the unconditional offer letter before they can provide you the study permit. I applied with conditional offer and updated my final offer via webform. So there’s no problem.

However, there’s no 20 day processing time anymore. Even SDS could take anywhere between a few weeks and a few months.

That is very odd. You will need a final offer most likely. You must talk to your uni about this.

"The Offer of admission, to be downloaded from Admission file in your uoZone account, is the only document you are going to receive. We will not issue an unconditional offer when the conditions are respected. Please use the Offer of admission to start your immigration process. "
Does applying with a conditionnal offer hurt my chances of receiving the study permit ?

If they aren't going to give you an unconditional offer then you can apply now and see what happens or wait until you get your final marks in June. Apply them including them with your app. If they refuse your SP now then reapply in June which leaves very little time for processing. The 20 day SDS processing time is NOT A PROMISE. If they refuse you now and you reapply in June I don't think it will hurt your chances then, they will know why they refused it.
