Hello is it usual practice to get university degree translated and apostatized in country of origin in Russia?

I am thinking its best she gets this done in Russia before application of sponsorship.

It a usual practice and it is cheaper and easier to get it in Russia. You will need to translate and notarize your wife's university and high school diplomas. However, you don't need to get it apostilled as Canada didn't sign The Hague Convention (it will also save you some $$).
So, she will need translate and notarize following documents from Russia:
1. University diploma.
2. High school diploma.
3. Labor book (трудовая книжка).
4. Police certificate (only translation).
5. Birth certificate.
6. Internal passport (I think it's optional as some people believe it is not a "National ID").
