I applied for study permit July 2017, but I was refused. Unfortunately, I lost the refusal letter in a fire accident. Is there a way I can get my UCI number

If you applied online, it should be still there in your application

You can leave it blank. No issues if you do so even if one was issued before.

Remember if you are applying again make sure to mention the refusal, and rectify the points you were refused on.
