Hi,
I am an American citizen who due to some legal scuffles with immigration in the past received a removal order which was later stayed.

I was reading online that people with unenforceable removal orders would be eligible for an open work permit. Is that true?
 
If you are American your removal order would have been enforceable.
It seems like according to the website here that a removal order stayed by a federal court counts as unenforceable:

This is exactly what happened to me as I appealed to a federal court after I received a removal order.

But it also says a bunch of stuff about refugees in the beginning. Not sure how that fits in. If I were to try to use this for LMIA exemption, how would I go about doing that?

I am saying before it was stayed since you are asking if you would qualify for an OWP.

What is your exact situation? What you are quoting is not relevant to you.

I’m a recently graduated secondary student heading to the US for college in January, since our first semester was put online due to the pandemic. I have no home in the US anymore since my family are all canadian citizens and since I’ve been here on a study permit for 4 years. Im not a Canadian citizen due to the aforementioned legal scuffle more than a decade ago. I’m trying to find a way to stay here until January as my study permit expires soon.

As an adult you do have the ability to go live in the US. You can attempt to remain as a visitor. You really need to be consulting with a lawyer given your complex case.
