understanding the outland process

I am ready to forward everything to CIC in Mississauga, for family class spousal sponsorship. I am Canadian and my wife is Dominican. Am I assuming correctly that both of our files should be sent to CIC first. CIC checks to make sure all the documentation is complete and correct and then they let me know if I qualify as a sponsor and then the entire files are sent back to the Dominican Republic? If so, what exactly is done in the D.R. I am a little confused by the process.

Yes, everything goes together to CPC-M and CIC will forward the app to the DR after sponsor approval.

The applicant portion will be processed in the DR. They will look at your relationship proof, do all of the security/background checks, verify all of the applicant's info etc.
