Under What Authority america visa cancelled by Canada visa officer

I had applied for visit visa for Canada, upon receipt of email and Tele-con from local Gerry office went to pick my documents on the same. Which as per the Canada Visa protocol not accepted and my visa application is rejected. Am fine with that BUT under am under shock and very annoyed to see that Visa issued by American Visa section, has been cancelled by red ball pen by Canadian Visa officer?? this just blatant illegal abusive action and for the same I need answer to the same.
