Two different border services agents including their manager gave contradicting answers.
Local MP's office was unable to answer this question.

Question:
Is the first arrival of a sponsored unaccompanied dependent child age 20yrs exempt from the 3-day quarantine hotel and allowed to go straight to their place of residence to complete the 14-day quarantine after landing? The individual is an approved permanent resident with COPR.

Border services said if the sponsored dependent child is 22yrs or younger they are exempt but then changed their answer to 19yrs or younger after
trying to find more information and communicating with a manager that was also not sure of the correct answer and then suggested calling public health?
Another border services agent talked about an Order-in-Council allowing for the exemption.

The rules for immigration define a dependent child as 22 years or younger and there seems to be 2 definitions for whether a unaccompanied child or young adult qualifies for an exemption and can go straight home.

Please clarify if anyone has information on this

1. A 20 year old is considered an adult in all of Canada, so they will have probably have to quarantine. Under 22 is a dependent only for Immigration purposes.

the person that's 20 years old is consider "dependent" for immigration application. (PR applicant's dependant)
But as person, he is an adult. He can for sure stay at a quarantine hotel by himself/herself.

Border services said the rules keep changing and specifically talked about an Order-in-Council that states an unaccompanied dependent child 22 yrs or younger is exempt from the quarantine hotel upon landing for immigration purposes.

I'm sure a 20yr old could stay at a quarantine hotel by themselves and possibly enjoy the time alone but
border services is saying something else regarding sponsorship and landing for an unaccompanied dependent child.

The definition and rules are not clear.
