Unable to link Gckey with my PR application.

Hi

I am unable to link my PR application with GCKey.

After signing in,

I click on the "Link your application"
then I click on "Permanent Residence"
it shows only 'in-canada convention refugees" in the list,
it does not show the GAR (government assisted refugees) outside Canada in the list

Can anyone help
