Types of government financial aid that are reasons for PR refusal

Does anyone know what types of financial aid are reasons for being refused your PR? CIC told me that welfare and social services (other than for disability) are reasons for refusal, and when I asked about child tax benefits, tax credits and child care subsidy he said those were ok. but he seemed unsure to me. so i thought id ask on here. thanks
