I have received two RPRF and MR for both NOC that I applied.Am I supposed to pay fees twice.At which point of time do they merge the application as one PR application?
 
seems like you got lot of money :)

did u file two different applications with 2 different NOC's ?

one thing is clear , they don't assign cases to same VO because they are same person , means same country .same time ....

I will suggest you something.

1 - Pay RPRF with CC for both applications submit both receipts, and wait for PPR. Once you get PPR for either of app withdraw another application. RPRF is refundable, so once you withdraw one of your application they will issue you refund.

2- Withdraw one application right now, and proceed with another application. Pay RPRF for one and submit receipt.
