Two Language test

My first attempt on CELPIP (Feb 2016) was better than 2nd attempt in IELTS (September 2016) for language test. Can I choose the better language test score instead of latest one? Please suggest.
With CELPIP my score is 495 with canadian education update.

How similar is it to IELTS? Can it be taken anywhere in the world? How much does it cost?

CELPIP is easier except for the speaking part which requires you to record and everything happens quickly. CELPIP is only available in Canada.
