Two ITA recieved for the same Applicant

Hi All,

My colleague had filed for permanent residence through an immigration consulting firm. While making some updates to her profile, she was given two ITAs (with 2 different application numbers) both of which are in Not-Submitted state. Will it be OK if she declines one of the ITAs and accepts the other one? Has anyone else experienced the same before?
