It is the discretion of the visa office. Multiple applications only delay a final decision besides adding unnecessary processing expenses (not billed to your friend, of course).
If your friend did not send a CSE/web form to specifically request the visa office to replace the first application with the second one.... then the decision will most likely be given for the first application.... and the second application will be kept on hold
