Hello!

I've come across a dilemma that I'm going to need help with. I've been friends with someone from Kyrgyzstan for over 5 years now. I've visited my friend last year and stayed for a couple of weeks. I wanted to return the favour by inviting my friend to Canada for three weeks. We initially applied in December and sent all the important documentation. In January, Canadian Immigration came back with a denial letter stating three things needed for clarification;
  • Purpose of the visit
  • Current Employment Situation
  • Personal Assets and Financial Status
We added all the information needed, including itineraries, verification of employment and documents of financial disclosure. We re-applied in February, and just received another denial letter. This time, the letter stated the visa officer was not satisfied that "you will leave at the end of your stay". They listed three reasons based on paragraph 179 (b) of the IRPR.

Would it be worth it to apply a third time? I'm going to suggest to my friend to send notarized copies of their employment from individuals who can verify employment and vouch for their employment. I'm also going to put in an Access to Information request directly to Canadian Immigration to find out what exactly the visa officer is talking about. My other option would be to make an appeal, but we're talking thousands of dollars with a lawyer and no guarantees without wrong doing.
