Hello,
I'm international student for 4 years in Toronto. I visit backhome every year. Since 2 years ago i haven't visited backhome because of school even though i haven't seen my child since she born. i started doing my wife and kid application 1 year ago for TRV with immigration lawyer. My wife works full time backhome and our kid is 1.5years old. We gathered all documents including even marriage photos, texting, emailing to show proof of relationship, but we got rejected more than once for the following reasons.
1. I'M NOT SATISFIED THAT YOU HAVE SUFFICIENT FUNDS INCLUDING INCOME OR ASSETS, TO CARRY OUT YOUR STATED PURPOSE IN COMING TO CANADA OR TO MAINTAIN YOURSELF IN CANADA TO AFFECT YOUR DEPARTURE. ( THIS IS THE WORST REASON I EVER SEEN. 27000$USD IS NOT ENOUGH FOR 1 OR 2 MONTHS VISIT?)
2 . I'M NOT SATISFIED YOU WILL LEAVE CANADA BY THE END OF YOUR STAY BASED ON YOUR FAMILY TIES IN CANADA AND IN YOUR COUNTRY OF RESIDENCE ( FAMILY TIES IN COUNTRY OF RESIDENCE MAKE A SENSE BUT WHY IN CANADA??)
3. I'M NOT SATISFIED THAT YOU WILL LEAVE CANADA BY THE END OF YOUR STAY BASED ON LENGTH OF YOUR STAY IN CANADA ??( WE PROVIDED LETTER FROM HER EMPLOYER THAT SHE'S ALLOWED TO TRAVEL ABROAD)
4. I'M NOT SATISFIED THAT YOU WILL LEAVE CANADA BY THE END OF YOUR STAY BASED ON YOUR PERSONAL ASSETS AND FINANCIAL STATUS ( WE PROVIDED 27000$ USD SHE HAS ON HER BANK ACCOUNT AND 1300$USD MONTHLY INCOME) ALSO( I SHOWED MY ACCOUNT 8000$ CN AND JOB LETTER AS A PART TIME EMPLOYEE. ) DO YOU THINK I HAVE A CHANCE TO APPLY FOR THEM WHILE I'M BACKHOME OR DO YOU THINK I HAVE A BETTER CHANCE TO APPLY FOR THEM WHILE I'M IN CANADA??BECAUSE AFTER THIS REJECTION I WANT TO LEAVE EVERYTHING AND GO VISIT MY FAMILY AND DO

Your wife and kids have $27,000 USD or you do? The visa is for them, they need to have funds.

Because you are in Canada, and you are a family tie in Canada. The visa officer is assuming they will stay with you and never leave Canada. Your wife needs to prove she needs to leave.

With you in Canada as a student, your family is the reason why you would return home. With them in Canada, you are at higher risk of overstay, as are they. It may be challenging to get them a visa.

27000$USD is on my wife bank account plus 8000$CN i had in my account.

Because you are in Canada, and you are a family tie in Canada. The visa officer is assuming they will stay with you and never leave Canada. Your wife needs to prove she needs to leave.
The only tie we showed was her full time job. What else can be strong ties?

We haven't specifically mentioned duration of her visit in Canada but we applied for TRV Open Work Permit.

Rights and feelings. You are an international student. Your rights are to study and work 20 hours. Bringing family to Canada is not guaranteed for international students. 8k is not a lot for you to finish your studies and live in Canada. Most families decide to stay once they arrive in Canada so they are looking at whether there is enough to support your family, your studies, travel, etc. 2 months is a very long break which will concern CIC even more and lead them to think they may stay longterm. SOWP is a much better option for your wife if she wants to stay longterm.

This is not an element in evaluating whether or not someone is likely to abide by the laws around immigration in Canada.
