My sister got her TRV approval but her kids got refused because she was unable to send the birth certificate of the kids as requested i.what can she do?

Thanks for your response, will she need to back it up legally stating why she could not submit the birth certificate/ letter of Authorization bcuz she got the request letter late.Reapply for the childrens' visas.
