The reason for refusal was 'Purpose of visit and personal assets and financial status.

The Purpose for my visit used was to visit my brother who is a PR and his girlfriend that a citizen of Canada.
It was to see him in time for his birthday and also to see the country of Canada such as visiting some of the places there.
My financial detail used was $2300 Canadian dollars in savings for an 8 day trip. Employed for 1 year 10 months with earning close to $900 Canadian dollars per month.

I have another brother in Canada that would be having his graduation in December and thinking of using this for reason of visit. And would like to know whats the best way to go about this and any advise is appreciated.

Before you apply make sure you already addressed the reasons why you were rejected. Addressed means there was a change on your purpose and finances. If not, the same reasons will pop up on your new application.

The graduation purpose looks promising compared to see a brother on his birthday purpose. Make sure you attach documents about this graduation on your application. If you say you are a legit tourist (as you want to see Canada), make sure you have previous travels outside your country to back it up.
How many siblings do you have? Your family ties might be in questioned if you have more family members in Canada than Jamaica.

As for the assets and financial status, make sure you have enough money on the bank. The $2,300 cad savings you previously declared is low as a ticket to Canada can cost more than $1,000 cad. A common mistake for applicants is that they only have enough money on their savings account for the trip. The visa officers checks if an applicant is financially capable. Meaning a trip to Canada would not burn all his savings.
I have no idea how much your savings account should contain but I've read some posts here that were rejected even if having $10,000 cad on their bank.

Thanks for the reply, I've never traveled before but I can be able to save close to $6,000 cad by December and would reduce the trip duration to 5 days. I will certainly get enough evidence of the graduation and hopefully make a case on not wanting to miss out on my little brother's graduation. On a side note, My sister recently got her visa to visit Canada to go to same graduation and wondering if I should mention this on my cover letter. As in if this would work for me or against me if we go together.

Ask some tips/advice from your sister on what she declared or attached on her application. I have no idea if you need to mention that your sister was approved. There is a Family form where in you need to declare who your siblings are and if this person is accompanying you to Canada. If she ticked No on your name and you tick Yes on your application then it would be inconsistent.
