TRV online application filling

Hi,
Someone told me that we can't file online TRV application within Canada for dependent who has VR. Online is only for Study or WP holders. Is that true?
If someone has dependent with VRs then only option is to do paper file. In this case will CPP Ottawa process this application?
Did someone face this issue & got TRV process from CPP Ottawa?

There's a checlist on cic's website- It asks you a bunch of questions about your situation and tells you whether you can apply online or not. Give it a shot and see if it helps
