TRV from US (while on Extension)

Dear Members,

My friend is planning to apply for visitor visa from US. She is currently working is US on H1-B

1. Her H1-B has already expired.
2. However, she got extension approved and needs to visit India for visa stamping.
3. Before she visits India, can she apply for TRV with holding extension approved for H1-B, but yet no visa stamped.
4. Is this advised and if she gets through, will she be getting multi entry visa.

(Reason for TRV is to make visit to Canada before she go to India for visa stamping (H1-B) and later come back to US.

Please let me know.

She can certainly apply for a TRV - however it will most likely be refused since her H1-B has expired.
