Travelling to Canada on Visitor visa, while pending supervisa application?

Hi,

I have applied for my mom's supervisa just last week.
But for some urgent reason, she needs to travel to Canada in late September. I don't think her super visa will be processed in time for this.
My question is, can she travel to Canada on valid visitor visa, while super visa is still in the process? and if super visa is approved, can it be stamped while in Canada?
